The difference in the estimated and actual attendance numbers can be attributed to lack of clear deadlines for spring projects applications, and spring projects usually having less applicants in general than other quarters. In the future we should be more transparent about deadlines and announcing kickoff to the accepted applicants well in advance of kick off date.

The goal of this event was to give people accepted for the Spring projects cycle a chance to meet each other and go over a debriefing of what to expect for this quarter and the summer.
The event was a success as people got a good opportunity to discuss with the Projects team logistics, ideas, and meet each other to prepare for the upcoming quarter. This familiarization with the team is usually the biggest indicator that they are committed to making something by the proper deadlines so this socializing was vital.
Since the highest priority is getting people to meet and talk with their teams, the most valuable resource is the food we offer since this event is usually hosted around dinner time so this allows people to eat while socializing, and the food helps incentivize both coming and sticking around until they at least finish eating.
No complications arose during the event.
I would announce deadlines for applications and both the event earlier.
I would make any promotion very clearly have the deadlines for when applications need to be submitted, when they would be accepted by, and when the event happens after that.
